The latest 4.10 nightly (4.10.0-0.nightly-2022-06-23-003834) contains the fix (according to the message in the installer log). It hasn't passed all the blocking jobs yet so it's not promoted, but even if it's not, the blocking jobs are not related to metal and at least some of the metal jobs passed.

The logs shows wait time for bootstrapping is 1 hour:
