The latest 4.10 nightly (4.10.0-0.nightly-2022-06-23-003834) contains the fix (according to the message in the installer log). It hasn't passed all the blocking jobs yet so it's not promoted, but even if it's not, the blocking jobs are not related to metal and at least some of the metal jobs passed.

Build passed using 4.10.0-0.nightly-2022-06-23-003834

The logs shows wait time for bootstrapping is 1 hour:

06-23 12:23:39.011  level=info msg=Waiting up to 1h0m0s (until 6:23AM) for bootstrapping to complete...
