Description of problem:
Cannot edit ssh even vm is stopped

Version-Release number of selected component (if applicable):
4.10.0-0.nightly-2022-07-25-110002

How reproducible:


Steps to Reproduce:
1. create a vm without start it
2. try to edit the vm ssh field in vm details tab
3.

Actual results:
Cannot edit ssh 

Expected results:
it's able to edit ssh when the vm is stopped

Guohua verified this bug on 4.10.27, so moving the bug to VERIFIED.
