Description of problem:
Edit pencil is not available for SSH Access on VM details tab when VM is stopped, it's only available when VM is running.

Steps to Reproduce:
1. create a VM and stop it
2. check VM ssh access field on details tab
3.

Expected results:
Edit pencil for SSH Access is showing when VM is stopped.
