Please fix zypper at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
zypper will be orphaned. Before branching of Fedora 38,
zypper will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 37 development cycle.
Changing version to 37.

Proposed as a Freeze Exception for 37-beta by Fedora user ngompa using the blocker tracking app because:

 Having functioning and installable Zypp stack packages for F37 resolves the FTBFS and FTI issues for these packages and things depending on it.

Discussed during 2022-09-06 blocker review meeting: https://meetbot-raw.fedoraproject.org/fedora-blocker-review/2022-09-06/f37-blocker-review.2022-09-06-16.00.html . Accepted as an FE as we usually accept FTI bugs to ensure the repos and upgrade paths are clean; Neal says there are subpackages that are FTI due to perl version bump.
