This bug appears to have been reported against 'rawhide' during the Fedora Linux 37 development cycle. Changing version to 37.

Proposed as a Freeze Exception for 37-beta by Fedora user ngompa using the blocker tracking app because: Having functioning and installable Zypp stack packages for F37 resolves the FTBFS and FTI issues for these packages and things depending on it.
Discussed during 2022-09-06 blocker review meeting: https://meetbot-raw.fedoraproject.org/fedora-blocker-review/2022-09-06/f37-blocker-review.2022-09-06-16.00.html . Accepted as an FE as we usually accept FTI bugs to ensure the repos and upgrade paths are clean; Neal says there are subpackages that are FTI due to perl version bump.
