+++ This bug was initially created as a clone of Bug #2116454 +++

RHCOS pinned systemd to 239-45.el8_4.10 because it started to propagate failures up to triggering units and broke console-login-helper-messages.  Console-login-helper-messages has been patched to work around the new functionality.
