This PR has been verified on payload 4.11.0-0.nightly-2022-09-06-225330

Verification Step:
1. Login OCP as administrator, go to Home -> Search page and select the resources "ClusterRole"
2. Check if the new added ClusterRole "project-helm-chartrepository-editor" could be found
3. Change the perspective to "Developer", go to the "Helm" page, and click one project (eg: default)
4. Click the link "Install a Helm Chart From the developer catalog" on Helm page
5. On Helm Charts page, click the link "try to configure their own custom Helm Chart repository", fill in the Form, and check if user is able to create the repository
6. Repeat Steps 1-5 with a normal user

Result:
The new added ClusterRole "project-helm-chartrepository-editor" could be found on page, and user can check the details for the CR normally
Administrator or normal user could create the repository
