Rebase libblockdev to the latest 2.x upstream release. This is just a bugfix release (new features go to the libblockdev 3.x release which is not being backported for RHEL) so this is mostly to get the latest bugfixes for RHEL and get rid of downstream patches we backported for previous releases.

I have released a new upstream release 2.28[1] which I plan to rebase to in RHEL. As I said above, there are no new features in this release, only backported bugfixes. The goal is to clean up the downstream patches we have in RHEL and prepare a "clean" environment for the NVMe plugin backport (rhbz#2123338).
