Description of problem:
We are still getting Ensure system is NTP time synced issues causing the OC install to fail, intermittently but seemingly more and more often.

How reproducible:
intermittent, about 40% of the time

Steps to Reproduce:
1. Run the multi subnet Phase3 job

Expected results:
time syncing not an issue, deployment succeeds
