Doc Text:	Previously, in OpenShift Data Foundation 4.10 and 4.11 versions, the `odf-operator` removed the taints (non-ocs) in the subscriptions that were changed or edited. This prevented the scheduling of the pods. With this update, the `odf-operator` does not remove the taints from the subscriptions.	Story Points:	---

Test steps:
------------
1. Have 3M 3W setup and taint 3W nodes with taint "xyz"
oc adm taint nodes node1 xyz=true:NoSchedule
2. Add tolerations under placements in storagecluster.yaml
3. Add tolerations for all subscriptions in openshift-storage
4. Add tolerations in configmap rook-ceph-operator-config
5. Add tolerations in ocsinitializations.ocs.openshift.io
6. Waited for all pods to respin
7. Added capacity to check if new osds comes up on non-odf tainted nodes

Observations:

Toolbox pod did not accept the tolerations set, due to bug https://bugzilla.redhat.com/show_bug.cgi?id=2131220

Rest all pods/nodes are up and running

Hence moving the bug to VERIFIED state.
