Pcre has been deprecated since Fedora 38.
Please consider porting to the new pcre2 version.

Seems like it could be as simple as just changing the BuildRequires to pcre2-devel.

Actually, our dependency is not used, so I have removed it completely: https://github.com/dogtagpki/pki/pull/4164

This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle.
Changing version to 38.
