Pcre has been deprecated since Fedora 38.
Please consider porting to the new pcre2 version.

Thanks! gnote doesn't actually use pcre any more so I went ahead and dropped the left over BuildRequires in https://src.fedoraproject.org/rpms/gnote/c/3d00b740eabde4d11058fe0c60a9c61b2ee528dd?branch=rawhide
