Description of problem:
Upstream says at https://unicap-imaging.org/unicap/:

> The unicap libraries are outdated and not very well maintained anymore.

It also seems like opencv upstream dropped the libunicap/libucil support already some time ago:

Thus I hereby suggest to remove the build-time requirement to libucil-devel.
