Description of problem: Upstream says at https://unicap-imaging.org/unicap/: > The unicap libraries are outdated and not very well maintained anymore. It also seems like opencv upstream dropped the libunicap/libucil support already some time ago: https://github.com/opencv/opencv/commit/5869415a57524cf2dfb5eaba5aafa86ceb395d15 Thus I hereby suggest to remove the build-time requirement to libucil-devel.
Here is the change i believe is needed https://src.fedoraproject.org/rpms/opencv/pull-request/18 Here is the scratch build https://koji.fedoraproject.org/koji/taskinfo?taskID=92408978
