Verified.

Tested on Satellite 6.11.4 Snap 1.0
Version: rubygem-foreman_maintain-1.0.18-1.el8sat.noarch

Steps:
1. Setup Satellite 6.11.3 with External DB with SSL along with 6.11.4 repos required for upgrade.
2. # foreman-maintain upgrade check --target-version 6.11.z
OR
2. # foreman-maintain health check --label candlepin-validate-db

Observation:
candlepin-validate-db check passes without any errors.
