Description of problem:
In order to build scribus for EPEL 9, we need libcdr-devel available at build-time in CRB 9. Please add libcdr-devel to CRB 9 for this.

While it might maybe be possible to actually build scribus without libcdr support, a fully featured scribus is still our desired result.
