Description of problem:
In order to build scribus for EPEL 9, we need libpagemaker-devel available at build-time in CRB 9. Please add libpagemaker-devel to CRB 9 for this.

While it might maybe be possible to actually build scribus without libpagemaker support, a fully featured scribus is still our desired result.
