Fedora 38 update is pending: https://bodhi.fedoraproject.org/updates/FEDORA-2023-b69ff04b0d

Older releases will not get OpenVPN 2.6 through the ordinary Fedora/Fedora EPEL repositories.  But there is a new Fedora Copr repository which can be enabled selectively:
https://copr.fedorainfracloud.org/coprs/dsommers/openvpn-release-2.6/

Only Fedora 38 is eligible for OpenVPN 2.6 releases.  This is a major update from OpenVPN 2.5.

For Fedora 36, Fedora 37, EPEL-7, EPEL-8 and EPEL-9 the 2.6 releases can be found in the Fedora Copr dsommers/openvpn-release-2.6 repository.
