Fedora 38 update is pending: https://bodhi.fedoraproject.org/updates/FEDORA-2023-b69ff04b0d
Older releases will not get OpenVPN 2.6 through the ordinary Fedora/Fedora EPEL repositories. But there is a new Fedora Copr repository which can be enabled selectively:
FEDORA-2023-dde2bc874f has been submitted as an update to Fedora 38. https://bodhi.fedoraproject.org/updates/FEDORA-2023-dde2bc874f
