CentOS Stream updated openscap to 1.3.7, which we don't allow yet in our rubygem-openscap packaging.
I assume the same issue will also occur on the next point release of EL 8.8.

This affects all versions of Satellite running on RHEL8 (once the changes from CentOS Stream propagate to the next RHEL release)

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/36086 has been resolved.
