VERIFIED. @Satellite 6.12.4 Snap3 rubygem-openscap-0.4.9-8.el8sat.noarch by this simple reproducer: # rpm -qR rubygem-openscap | grep openscap openscap >= 1.2.9 openscap < 1.3.8 >>> requirement of openscap is now bumped from "< 1.3.7" to "< 1.3.8" in order to allow openscap-1.3.7 from RHEL-8.8 to be installed by running Satellite in-place upgrade of RHEL to RHEL-8.8 (using internal RHEL candidate repo) # yum repolist ... repo id repo name AppStream AppStream BaseOS BaseOS Satellite_Engineering_Satellite_6_12_Composes_Satellite_6_12_RHEL8 Satellite 6.12 RHEL8 Satellite_Engineering_Satellite_6_12_Composes_Satellite_Maintenance_6_12_RHEL8 Satellite Maintenance 6.12 RHEL8 # satellite-maintain upgrade run --target-version 6.12.z -w repositories-setup,repositories-validate -y ...
