Expected result of displaying long description text

Description of problem:
Displaying long description text in Description column needs more improvements
than just setting the width for columns in the list of volumes in Catalog > InstanceTypes, as it still doesn't look nice and takes more rows/lines of the list if the text is very long.

Version-Release number of selected component (if applicable):
4.13

How reproducible:
always

Steps to Reproduce:
1.
2.
3.

Actual results:
Description text takes more rows in the list (where Description column present and not hidden) if the text is very long, doesn't look nice.

Expected results:
According to discussions with UX, it was decided to use only one row for the description text in the list, and to display the rest of the text in the popover. This change needs to be implemented also in Bootable volumes list, as there's Description column present, too, to keep the consistency of the UI.
