.The minimum compatible python version for `cephfs-top` is `3.6.0` With this fix, the minimum compatible python version for `cephfs-top` is `3.6.0`. It checks if the current python version is greater than or equal to `3.6.0` during the build, and thus ensures that the `cephfs-top` curses display launches successfully.

Description of problem:
Test if the current python version is supported. Many curses constants and api are introduced in newer versions of python. This test ensures if the python version supports the constants and apis used in the code and the curses display would launch.

Expected results:
The build would fail if there's an incompatible python version.
