.The minimum compatible python version for _cephfs-top_ is `3.6.0` With this fix, with the minimum compatible python version for _cephfs-top_ utility being `3.6.0`, checks are made to analyze if the current python version is greater than or equal to `3.6.0` during the build and thus ensure that the _cephfs-top_ curses display are launched successfully.

+++ This bug was initially created as a clone of Bug #2203165 +++

Description of problem:
Test if the current python version is supported. Many curses constants and api are introduced in newer versions of python. This test ensures if the python version supports the constants and apis used in the code and the curses display would launch.

How reproducible:
Always

Expected results:
The build would fail if there's an incompatible python version.
