Description of problem:
After the 17.1 FFU rhos-relase repos for RHEL 9 are not present on Undercloud.

FFU 17.1

100%

Steps to Reproduce:
1. Run FFU pipepine
2. Check no 17.1 RHEL 9 repo configured in /etc/yum.repos.d/ 
3.

Additional info:
This issue can be manually fixed by running `rhos-release 17.1 -r 9.2`.
