Upgrades from Red Hat OpenStack Platform (RHOSP) 16.2 to RHOSP 17.1 are supported. The RHOSP upgrade and the operating system upgrade are now separated into two distinct phases. You upgrade RHOSP first, then you upgrade the operating system.

Support the process of upgrading from OSP 16.2 to 17.1

Functionality to include:

- The ability to make use of the leapp tool to upgrade hosts in-place from RHEL 8.4 to RHEL 9.2
- The ability to upgrade OpenStack from the version included in 16.2 to the version included in 17.1
- No data plane interruption during the upgrade process

Note:

It is *not* possible to upgrade directly from OSP 16.1 to OSP 17.1 due to limitations in the RHEL upgrade. Leapp will *not* support a direct RHEL 8.2 to RHEL 9.2 upgrade. The *only* support is for RHEL 8.4 to RHEL 9.2, provided by https://bugzilla.redhat.com/show_bug.cgi?id=2016669.
