Description of problem (please be detailed as possible and provide log
snippests):
The DR dashboard doesn't show application information if Relocate action is in progress for that application.
The overall Applications count decreases and user unable to select the application from the dropdown to check it's info.

Steps to Reproduce:
1. Deploy RDR setup
2. Enable ACM observability and whitelist DR metrics: https://docs.google.com/document/d/1hl9BOShVpHQKZPXmMZJes3rrQdvy3IHBHmQSfqMSJr8/edit?usp=sharing
3. Deploy Appset workload
4. Initiate Relocate operation
5. Observe the DR dashboard (All Cluster -> Data services -> Data policies -> Overview)


Actual results:
Application information disappears from DR dashboard when Relocate operation is in progress

Expected results:
Application information should not disappear during any DR operation.
