As the Beta freeze kicked in before we could finally land the changes for https://fedoraproject.org/wiki/Changes/AnacondaWebUIforFedoraWorkstation , we need a freeze exception to do so now. This is assuming FESCo still wants it to land for F39.

This will involve pushing https://bodhi.fedoraproject.org/updates/FEDORA-2023-eba4fbf4e7 stable, and also re-tagging gnome-initial-setup-45~beta-3.fc39 and re-applying the fedora-kickstarts change to pull in anaconda-webui which we reverted last night.
