Fedora 39 currently has the same default wallpaper as Fedora 38. The f39-backgrounds* packages do not currently exist.

Having a unique default background is one of our basic release criteria: https://fedoraproject.org/wiki/Basic_Release_Criteria#Desktop_background

Actual Results:  
F39's default wallpaper is the same as F38's.

Expected Results:  
F39 has a unique default wallpaper.
