As of right now, there are no Fedora 39 backgrounds. Now F39 has branched, openQA expects F39 to have its own, so all F39 updates currently fail the desktop_backgrounds test. This is an automatic Beta blocker per https://fedoraproject.org/wiki/QA:SOP_blocker_bug_process#Automatic_blockers - "The default desktop background in a release-blocking desktop being the same as one of the last two stable releases" (it is currently the same as F38). This is already an accepted Beta blocker, that supersedes all the other trackers.

I've cut a 39.0.1 release upstream (I did a 39.0.0 release which turned out not to build due to a couple of issues...) and filed an f39-backgrounds review request: https://bugzilla.redhat.com/show_bug.cgi?id=2236906 . Need someone to review that ASAP.
Spec is literally just the f38-backgrounds spec with s/38/39/g and the version number set appropriately.
