Have you considered not using python3-docs for building python-zope-testrunner? It's only there for:
sed -i "s|\('https://docs\.python\.org/': \)None|\1'%{_docdir}/python3-docs/html/objects.inv'|" docs/conf.py
And I am not sure this even works as expected.
