Please branch and build osmctools in epel9.

If you do not wish to maintain <package> in epel9,
or do not think you will be able to do this in a timely manner,
I would be happy to be a co-maintainer of the package (FAS farchord);
please add me through https://src.fedoraproject.org/rpms/osmctools/adduser

I do not maintain packages in epel because I don't use RHEL and I don't have the possibility to test them.

Therefore I added you as a collaborator for epel branches.
