Start a VM with Fedora-KDE-Live-x86_64-39-20231017.n.0.
You will find the screen seems zoomed in, check the Displays setting you will find Scale is set to 125%.
The problem will be solved after you change 125% to 100%.

It seems similar to what happened to workstation https://bugzilla.redhat.com/show_bug.cgi?id=2238905

Proposed as a Freeze Exception for 39-final by Fedora user geraldosimiao using the blocker tracking app because:

Per Nate and Nicolas Fella, this is intentional. Plasma detects based on hardware and resolution what default scaling factor to use.
