Description of problem:

Occurs when internet connection fails or is interrupted during download. If
internet connection is not present at the start of retriving the list, no
exception error is generated.

How reproducible:

Several times. Started working when I went to reproduce the error to get the
Summary from the eception box (TB8a9160cb
comps.py:143:parse_package_list:CompsException)

Intermittent. Not related to internet connection, but possibly caused by
interruption during actual download.
