Description of problem:

 Currently EPEL 9 repository doesn't include the wcslib package. It would be very useful if that package is included in the EPEL 9 repository.

I have created a package from rawhide with "mock -r alma+epel-9-x86_64 --rebuild wcslib-7.12-3.el9.src.rpm" and it builds fine. I have also tried to use the resulting wcslib-devel package to build the application "cpl" that depends on wcslib and it passes all its tests. So hopefully the only thing that is needed is to tag epel9 from rawhide.

BTW, this is required to build python3-astropy in EPEL 9.

I have tested it with the cpl application. Build and unit tests work fine.
