Compare https://codecs.fedoraproject.org/openh264/39/x86_64/ and https://codecs.fedoraproject.org/openh264/40/x86_64/. The directory for Fedora 40 has no packages.

Steps to Reproduce:
1.Type "dnf repository-packages fedora-cisco-openh264 list"
Actual Results:  
Shows no packages.

Expected Results:  
Shown openh264 packages.

Weird, I thought releng uploaded the Fedora 40 rpms a while back. In any case, this is hopefully going to get sorted out very soon when we do builds for new openh264 2.4.0 release (should be released upstream any time now) and send them back to Cisco for hosting.

This breaks FFmpeg on rawhide (libavcodec-free is not installable due to hard dependency on libopenh264.so.7).

Releng just finished the work and the package is now available for rawhide.
