Weird, I thought releng uploaded the Fedora 40 rpms a while back. In any case, this is hopefully going to get sorted out very soon when we do builds for new openh264 2.4.0 release (should be released upstream any time now) and send them back to Cisco for hosting.

This breaks FFmpeg on rawhide (libavcodec-free is not installable due to hard dependency on libopenh264.so.7).
