Doc Text:	If there are flat and vlan provider networks configured on the same ovs provider bridge, the arp/ndp proxy were not being configured for the bridge, therefore breaking the connectivity to the VMs on the flat network. If there are both flat and vlan provider networks associated to the same network/provider bridge (e.g., datacentre:br-ex), the proxy_arp and the ndp is not configured for the br-ex bridge which breaks the connectivity for IPs on the flat provider network
