If there are flat and vlan provider networks configured on the same ovs provider bridge, the arp/ndp proxy were not being configured for the bridge, therefore breaking the connectivity to the VMs on the flat network. Now the arp/ndp proxy is enabled always on the bridge, ensuring connectivity

If there are both flat and vlan provider networks associated to the same network/provider bridge (e.g., datacentre:br-ex), the proxy_arp and the ndp is not configured for the br-ex bridge which breaks the connectivity for IPs on the flat provider network
