Specs templates still use to the old licenses identifiers which should get replaced by SPDX counterpart.

Reproducible: Always

Steps to Reproduce:
1.Use any template to build a spec file
2.
3.
Actual Results:  
The old license identifiers still in use

Expected Results:  
SPDX identifiers licenses should be present.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 40 development cycle.
Changing version to 40.

Can you give specific location/example where SPDX identifier need to be updated in template files?

At least some of the template files mention "fontlicense OFL"
