Blocked on review of a new dependency, python-expandvars.

Working on the necessary packaging changes so this will be ready when the dependency is. Upstream switched to an in-tree, hand-rolled, custom PEP 517 build backend for this release (!), so it could require a little more effort than usual.

Because this removes and Obsoletes the -doc subpackage but contains no bug fixes (only a major build-system migration), I don’t plan to merge it to stable branches (F39/F38) at this time. However, I will consider updating them to a future 1.4.x release if it contains significant bug-fixes.
