Description of problem (please be detailed as possible and provide log

When re-installing external mode in multistoragecluster environment, UI installation fails because the namespace exists (openshift-storage-extended). Internal mode re-installation do support existing namespace when re-installing.


Version of all relevant components (if applicable):
odf 4.15.0-88

Delete the namespace manually

No

Steps to Reproduce:
1. Install ODF internal mode.
2. Add an external storagesystem.
3. Delete the external storagesystem
4. Try to re-install the external storagesystem.

Actual results:
Re-installation fails with "namespaces "openshift-storage-extended" already exists"

Expected results:
The installation need to support installation even if namespace exists. Internal mode re-installation knows how to handle an existing namespace.

UI still stating when trying to add external storagesystem:
namespaces "openshift-storage-extended" already exists

Don't know how yesterday I've got the following in UI:

namespaces "openshift-storage-extended" already exists

Tested it today with same cluster twice and there is no problem. Moving to verified.
