Description of problem:
perl-Authen-Passphrase is currently only available for EPEL 7+8

Rebuild of EPEL8 SRPM for EPEL9 failed so far because other modules are missing on EPEL9:

DEBUG util.py:446:  No matching package to install: 'perl(Authen::DecHpwd) >= 2.003'
DEBUG util.py:446:  No matching package to install: 'perl(Crypt::MySQL) >= 0.03'
DEBUG util.py:446:  No matching package to install: 'perl(Crypt::UnixCrypt_XS) >= 0.08'
