In GNOME initial setup, when choosing location, the time format should adapt to the cultural usage of this place. e.g. if location is set to Paris/France, time format should be 24-hour. As of now, time format is set to AM /PM.

Steps to Reproduce:
1. Set location to Paris/France
2.

Actual Results:  
Time format is set to AM /PM

Expected Results:  
Time format should be set to 24-hour.

Fedora Linux 40 entered end-of-life (EOL) status on 2025-05-13.

Fedora Linux 40 is no longer maintained, which means that it
will not receive any further security or bug fix updates. As a result we
are closing this bug.

If you can reproduce this bug against a currently maintained version of Fedora Linux
please feel free to reopen this bug against that version. Note that the version
