Please branch and build latexmk in epel10

If you do not wish to maintain latexmk in epel10,
or do not think you will be able to do this in a timely manner,
I would be happy to be a co-maintainer of the package (FAS rcallicotte);
please add me through https://src.fedoraproject.org/rpms/latexmk/adduser

Robby, I added you as a collaborator for the epel branches.  Please coordinate with Ranjan, and let me know if I need to do anything on the Fedora side.

While I’m not the EPEL Bugzilla assignee, I’ve been taking care of EPEL9 updates for this packages for a while, and I’m happy to start taking care of EPEL10 too.

So I don’t see an obvious reason not to build this particular package yet, and a scratch build in https://koji.fedoraproject.org/koji/taskinfo?taskID=121750283 worked fine, but it’s worth noting that EPEL10 hasn’t been announced to the general population of Fedora developers yet (the last announcement[1] targeted November or December, and asked people not to start building packages just because they noticed infrastructure coming online), and things like configs for mock in mock-core-configs so people can do local mock builds are not ready yet.
