You might want to report this on https://gitlab.freedesktop.org/plymouth/plymouth/-/issues where it's more likely to get attention. Fedora just uses the default upstream plymouth theme. Are all Plymouth themes managed by Plymouth developers? It seems strange to me. In any case, I think the "problem" affects one of the subpackages, plymouth-system-theme or plymouth-theme-spinner. In reality, this is not a "problem", just need to update the theme. The default theme is "bgrt". "spinner" is a different one. Both of them are indeed maintained upstream. Done. Thank you.
