Since Fedora moved to GNOME 47 there have been several graphical changes (thanks to Libadwaita's update). One of these concerns the animated loading icon (adw.spinner widget): in the current plymouth theme (in Fedora 41) the previous animated loading icon is still present, so it should be updated to improve the graphical consistency of the operating system. You might want to report this on https://gitlab.freedesktop.org/plymouth/plymouth/-/issues where it's more likely to get attention. Fedora just uses the default upstream plymouth theme.
Are all Plymouth themes managed by Plymouth developers? It seems strange to me. In any case, I think the "problem" affects one of the subpackages, plymouth-system-theme or plymouth-theme-spinner. In reality, this is not a "problem", just need to update the theme.
The default theme is "bgrt". "spinner" is a different one. Both of them are indeed maintained upstream.
