fedora-upgrade-42.1-1.fc41 fails to upgrade from F41 to F42 due to bug 2362032
as I don't expect dnf updates be as flexible as fedora-upgrade updates, I think it is worth working around the bug

Reproducible: Always

Steps to Reproduce:
1. # fedora-upgrade
2. enter, enter ... online ...

Actual Results:
...
Choose upgrade method
  * offline - this use dnf-plugin-system-upgrade plugin and requires two reboots
            - this is official upgrade method
  * online - this use distro-sync and require only one reboot
            - this is not officially tested by FedoraQA
For more information see https://fedoraproject.org/wiki/Upgrading

What is your choice? (offline/online) online
Unknown argument "Downloading" for command "dnf5". Add "--help" for more information about the arguments.
It could be a command provided by a plugin, try: dnf5 install 'dnf5-command(Downloading)'

Upgrade to Fedora 42 was not finished!
You can safely re-run fedora-upgrade again to start over with:
    fedora-upgrade --upgrade-to=42

Additional Information:
trying bash -x, the failing command is

dnf --releasever=42 --setopt=deltarpm=false --setopt=module_platform_id=platform:f42 Downloading Packages: --disableplugin=needs-restarting --disableplugin=tracer distro-sync

this change does the trick for me:
