There is an old %pre scriptlet that calls useradd, both in the Fedora spec and upstream.

Yes. Though this is less about the daemon itself (which runs as root) as the underlying execution of of the mock utility (which kojid runs as kojibuilder by default).
Sigh. I have been very heads down in the datacenter move the last few weeks. I thought I moved this to assigned. I have now done so and re-aquired the package. This package has changed maintainer in Fedora. Reassigning to the new maintainer of this component. Ah, there's https://src.fedoraproject.org/rpms/koji/pull-request/24 open to add a sysusers file. That should fix the issue.
